The paper includes information to help cooperatives evaluate and consider how to best advocate, calculate, and negotiate the value of distributed PV for internal and external purposes. Utilities can then determine if they should either 1) establish a Value of Solar tariff used for compensating distributed PV or 2) assess whether a compensation method such as net metering is appropriate.
