  | Utility mergers and acquisitions and re-financing of major assets require economic valuations of assets to assure equitable exchanges and prudent financing. Regulated assets often have been exchanged based on some measures of cost with the debate focused on original versus replacement cost and on appropriate depreciation adjustments. Market value has taken on greater significance as regulatory influence on utility markets has receded.
PSE has been involved in both generating plant and distribution system valuations to support financing in annexation cases and for a municipal utility wishing to buy their distribution system from an investor-owned utility. For generating plants, estimation of market value was based on expected margins that the plant could earn over its remaining life based on output sales at market prices. For bare ground annexations, land use projections and expected margins from expected new loads were critical. For acquisition of existing distribution systems, field inventories and estimates of original cost, replacement costs, and reintegration costs were significant.
